Harmon served as president of Jefferson Bank for 22 years, until April 1999, when he joined Cozen O’Connor as chair of the financial services practice group, a division of the Corporate Practice Group, and as co-marketing partner. He was also vice chair of the Cozen O’Connor Foundation and chair of its charity committee, where he oversaw the firm’s charitable giving program, until his retirement in February 2023.
By appointment of the mayor of the City of Philadelphia, Harmon was a member of the Investment Committee of the Economic Conversion Fund for the Philadelphia Naval Base. He served as a member of the board of Coleman Cable, Inc. until 2014, when the company was acquired. He was also past president of the Friends of Rittenhouse Square and the Center City Residents Association in Philadelphia.
Harmon currently serves on the boards of Clipper Realty Trust (NYSE), American European Insurance Group, and Cohen & Co.- Alesco bank surveillance group. He is a member of the Philadelphia and American Bar Associations.
Harmon earned his B.A. at Temple University and his law degree at the Temple University School of Law. He pursued graduate studies at the Wharton School of the University of Pennsylvania and at Brasenose College, Oxford University, England. He was also a faculty member of the Department of Legal Studies, Wharton School of the University of Pennsylvania.
He is admitted to practice in Pennsylvania and before the Court of Common Pleas in Philadelphia County, the U.S. District Court for the Eastern District of Pennsylvania, the U.S. Court of Appeals for the Third Circuit, and the Pennsylvania Supreme Court.
Harmon is AV Preeminent rated by Martindale Hubbell for the highest level of professional excellence and a recipient of several other legal and community awards, including the ADL Torch of Liberty Award and the ZOA Annual Award.
He is married to Betty Jane Spolan. They have two children and four grandsons.
